The Monthly Meeting of the Council was held on Thursday 4th February 2016 at 6.00 pm in the Community Centre.

Melin Court Wind Farm
Members met to discuss, that without consultation Neath Port Talbot Borough Council has drafted proposals to adopt a Community Funds Policy relating to Renewal Energy Generating Developments.
This outlines proposals to handle all community benefits generated by Renewal Energy Developments. This would include the Melin Court Wind Farm which until present has been in the remit of Resolven Community Council.
NPT have also re-defined the area of benefit for such schemes. It has until now, been established that the Electoral Ward of the proposed scheme, would be the beneficiary of any community fund.
NPT have proposed that a 2km area now be the criteria which is used. With the removal of the 6th proposed turbine at Melin Court, this would effectively remove Resolven from any benefit.
Following discussion it was agreed to contact Infinis and advise them of this issue, having previously been assured by them that any community fund would be for the benefit of our Community.
To obtain legal advice from One Voice Wales and to contact local MP.
Following discussions with Infinis, the possibility of contacting the local press.

The Minutes of the Meeting held on Thursday 7th January 2016 were accepted as a true record.

County Member Matters Arising
a) Repairs to the Aqueduct
A report has been received from Network Rail that the underwater examination was unable to take place due to the fast flowing water, they acknowledged that damage has occurred but it is not affecting the integrity of the bridge. A further visit will be done as soon as possible.
b) Removal of Toilet Block in the square
No update on this matter.
c) Closing of Canal Basin Toilets
Members have expressed concern that the toilets are being closed, as this a popular tourist area and they are the only toilets in the available. This has been part of the NPT budget proposals and consultation process for some time. A enquiry to NPT to determine if the toilets are subject to business rates.
d) Land slip at AbergarwedWork has now been completed on the landslip. The cause is being investigated.
e) Dog Fouling in Resolven
A notice has been received from NPT that an exercise was carried out in Resolven/Clyne on 28th January 2106 and 3 penalty notices were issued. Dog owners are reminded that is their responsibility to pick up their dog’s mess.
16/16 Clerk’s report and Council Matters Arising/Materion yn Codi
a) Swalec Contacted re installation of smart meter in the Community Centre
b) A site meeting was arranged with NRW regarding the flooding of the underpass at Abergarwed. NRW advised that the problem lies with SWTRA. A meeting will be arranged with this organisation in due course.
c) Glyncastle Orchard Community Woodland – awaiting update
d) Resolven Young performers have been nominated by the Council for the High Sheriff award
e) Reply from Gwalia housing advising they are amenable to placing recycle bins on their unused ground behind the Church hall. A meeting will be arranged between both parties.
f) The skip was in place on 1st February 2016. Due to misuse, it was agreed that this service would discontinue for the foreseeable future.
17/16 To consider Sharing VAT reclaim with Bowls Club
Following discussion it was agreed to donate £200 to the Bowls club as a goodwill gesture
18/16. To consider weekly wage of £30 for new Caretaker/Cleaner
This was agreed by Council and would be reviewed should duties increase.
19/16. To consider Workplace pension enrolment
As an employer the Council has a duty to enrol any employee who qualifies for an in work pension. However this Council does not employ any qualifying staff at this stage..
20/16 Correspondence Received/Gohebiaith
a) One Voice Wales subscription. It was agreed to renew our membership.
21/16 Sub-Committees/ Is bwyllgorau
Parks and Environment Committee
The minutes of the meeting on 20th January 2016 were approved. The next meeting will be on Wednesday 10th February at 6.15pm in the Community Centre.
a) A new rota will be set up for the Park Keeper
b) A key safe will be purchased for key holders
c) A meeting with NPT to discuss park maintenance has been held.
The minutes of the meeting on 21st January 2016 were approved.
a) Christmas Lights
It was agreed to defer the decision to extend the lights every year ,until such time as financial constraints improve.
22/16 Chairman’s Report
a) After attending a meeting at the Vale of Neath Practice it was reported that the proposed new Health Care Centre has to re-apply for planning permission.
b) Request a letter be sent to the new Post Office to wish them well on their opening.
23/16 Councillors reports
a) Litter mess on the railway line. Network Rail have been contacted and will attend on 15th March to clean up. Residents are reminded to not throw litter onto the line, and place litter in bins provided.
b) A report of the poor state of the lane at Rugby Road has been received, this has been passed to our County Member for attention.
c) A report of fly tipping in the woods above Neath Road has been reported to the NRW.
d) A request to supply the school with the earth for their garden beds at the bowling green, will be discussed at the park’s meeting.
