118/16 County Councillors report / Adroddiad y Cynghorydd
16/16 Underpass at Abergarwed. – Notification has been received from Welsh Government that they have responsibility for the underpass. They have instructed their agents in consultation with the County Council as ‘Lead Local Flood Authority’ to carry out channel improvements, and a clearance scheme to the underpass, to lessen the frequency of flood events that impact the footway.
114/16 Possible further landslip at Abergarwed – The NPT has assured Cllr Davies that the area is being monitored monthly, until such time as the matter is resolved. AM Jeremy Miles has also been contacted to take the matter up with the relevant agencies within the Welsh Government.

Un-adopted drainage pipe near railway bridge between Clydach Ave and Bridleway 18 has been cleared without prejudice by NPT
Work on copping stones removed from bridge across Clydach Brook at Tan Y Rhiw has been completed
Blocked central channel in lanes behind Clydach Avenue and Ynysfawr have been cleared.
Work has been completed on the un-adopted pedestrian walk way adjacent to the former TRW site, without prejudice by NPT.
Electric cable running through overgrown tree alongside B4434 and near its junction with B4242 will be dealt with by Western Power in due course

120/16 To consider applying for right of way near British legion – Cllr D. Richards/ Cllr R.Davies
Concern has been expressed by members, that with the proposed sale of the British legion building, that the walk way between the village could be lost. It was agreed to make the relevant enquiries with NPT to establish a right of way through this area.
121/16.To consider possible sale of Community Centre –

The under use of the building has been a concern for sometime. following a lengthy discussion it was agreed to leave the matter for 12 months. It was also agreed to set up a hall committee to endeavour to make the hall more productive.

Email from Roger Puleston re overgrown woodland at Nantygleisiad Forestry Commission has been informed
NPT advising election costs – The Community Council will hold elections in May 2017 at this time all current members will step down, and there will be elections to office.
The approx cost being anything between £300 and £3000 depending on whether seats are contested.

It was agreed to apply for a grant for the new items in the proposed toddler area, this has now been completed and sent to Ffynon Oer Community Fund
It was agreed that some of the members would work on a rota to pick up litter from the parks over the winter period.

Preliminary Precept report – Following the draft budget proposal it was agreed to raise the precept for the next financial year by 3% raising a total of £47561.
NPT has reported that the Christmas light banner at the entrance to the village has failed the electrical test and is beyond economic repair. it was agreed to commission a new one for next year.
123/16 Chairman’s Report.
The Chairman reported that he had attended the AGM of the NPT Council for Voluntary Services. Cllr Redvers Davies was elected to the Board of Trustees.
124/16 Pact Meeting
Cllr G. Evans attended the PACT meeting on 25th October along with PCSO Aled Musselwhite when the following points were raised:-
Firstly the priorities put forward in the previous meeting which were, parking problems, the officer made multiple patrols, solo
and with the Traffic Warden with no result.
Littering observations kept with no visible sightings. Also high visibility patrols made in the area with no results.
The following complaints were made to the officer by members of the public.
Dog fouling at Neath Road and also the canal pathway. He visited the area with no result.
Litter on the Square again the area was visited with no result.
Parking outside the school. He advised the complainant that he cannot be there every day and that members of the public take advantage when he is not there, but he will continue to visit the area.
Parking outside the Post Office. This is a dangerous practice and the officer suggested the erection of metal railing borders to alleviate the problem or a change in the prohibition of parking regulation i.e. Total Prohibition of parking with the relevant lines being placed there.
The placing of a mirror on the Square. Cllr Evans informed the officer that the suggestion for this had already been made to Councillor Des Davies.
Problems with youth hanging around bus stops. The officer said he was aware of this and would pay visits as and when necessary.
