91/16 County Councillors report / Adroddiad y Cynghorydd Sirol
16/16 Underpass at Abergarwed. – Notification has
been received from Welsh Government that they
have responsibility for the underpass via South Wales
Trunk Road Agency, and Natural Resources Wales for the

i) Concern has been raised about the problem of
repeated obstruction of pavements and other areas

This has been raised with the Police who will monitor the situation and where necessary issue parking fines.

iii) Concern was raised by members about bus service
provision for the proposed new health centre.
Cllr Davies advised that the Health Board are aware of

70/16 New fire extinguishers have been installed in the Community Centre
80/16 The new projector has been purchased.
During recess the clerk has reviewed and updated the
standing orders, completed a risk assessment document,
and a disciplinary procedure to go along with the Park
Keeper’s contract of employment.
These will be studied by the members, and if accepted will
be formally adopted at a later date.
A table top sale was held in the hall and was well attended.
There will further sales in the Future.
93/16 To Approve Annual return following report from External Auditor
The external auditor’s report was read out to the members,
and further procedures need to be put in place to comply
with governance. These will be adhered to in the coming
financial year. The annual return was re-certified and
94/16 Employment of a relief Park Keeper in the next financial year.
Following discussion this item will be further discussed by the Parks committee.
95/16 Closure of Trem Y Glyn and responses received.
A consultation has gone out regarding the future of
Trem Y Glyn and Arwelfa
Members are very concerned that these premises will be
closed and there will no provision for social care in the

96/16 Tennis courts
A request to use the tennis courts has been received, however due to the season coming to a close and no Park attendant on
site, this matter would be deferred to the next season.
97/16 Closure of telephone box at Abergarwed.
The telephone box at Abergarwed has been identified in a
closure consultation by BT.
This is a well used box in a rural locality frequented by cyclists
and tourists, and the Council will object to its closure.

100/16 Chairman’s Report/ Adroddiad y Cadeirydd
The Chairman congratulated all entrants to the hanging
basket competition and stated that the standard and number
of entries was very high this year.
He also reminded members that the precept is due for
discussion, should there be any projects that they would like
to be considered for next year.
101/16 Councillors Reports/ Adroddiadau Cynghorwyr
A report has been received of underage drinking in the shelter
at the bottom cemetery.
The Police and Church will be informed.
102/16 PACT meeting
a) Noise problems from the guard dog at the market.
b) That a litter pick exercise took place involving PCSO Aled Musselwhite and others from the Scouts and Building Blocks
on the Aug 10th when 5 or 6 bags of litter were collected.
c) Dog fouling exercise took place involving PCSO Aled Musselwhite and Leighton Case of NPT with no result.
Another exercise will be taking place in due

youths using the skateboard park, and also in the amount of litter being left
