The Minutes of the Meeting held on Thursday 2nd October 2025 were accepted as a true record

The Clerk gave a verbal report to the members;
Matters Arising:
Remembrance Service – All parties involved have been contacted and service will take place on 9th November 2025 at St David’s Church hall
80/25 Christmas Lights – The usual banner is now beyond repair, a temporary banner will be displayed this year, and the purchase of a new banner will be sought in the next financial year
Christmas trees for the village have been ordered.
100/25. Update on recent MUGA meeting – postponed from last meeting
Due to the ongoing discussions with the grant provider, it was agreed to postpone this item until the after a meeting with Pen Y Cymoedd on 11th November 2025
101/25. Purchase of Leaf Blower – Members had discussed this item in the previous meeting and the purchase has been agreed and will be purchased in due course. As there are different makes it was agreed to buy the best available
102/25. Request from Resolven Bowls Club to discuss purchase of aerator and next season
The members were delighted to hear that the clubs had such a successful season and would be pleased to arrange a meeting to discuss the next season.
103/25. Request from Mr John Harris of Trivselhus Ltd to support the development of Parc Pelenna housing planning application.
Members agreed there is no objection to this planning application, County Councillor Leanne Jones will be contacted to pass on the approval to Trivselhus Ltd.

105/25. Sub-Committee Reports
Parks Committee – No meeting in September – The major project for the next 2years is the new
3g pitch, providing we are able to obtain funding; therefore, it will be general maintenance only in
the parks until such time as we can go ahead.

No objections from the Community Council to all planning applications
Finance – Budget Forecast for 26/27 and subsequent precept.
Members agreed to postpone this item until the next meeting due to subsequent meeting with the grant provider for the 3g pitch.
106/25. Chairmans Report
The reported that there has been fly tipping in Nantygleisiad Woods has which will be reported to NRW.
107/25. Councillors’ reports
Following a recent meeting, which included members of the public, Councillor Trefor Jones stated that, in future, proper procedures must be observed. Should any member of the public wish to address the Council on any matter, prior written notification must be provided. The allotted time for public speaking at a meeting shall be five minutes, subject to the Chair’s discretion should additional
time be deemed appropriate.
A brief report on the One Voice Wales regional meeting held online on 4/11/25.
The meeting was the conclusion of a regional meeting on the 24th September which had to be curtailed
owing to extenuating circumstances. However, once again the attendance was poor which was not typical
of Wales as a whole.
1) Area Committee Survey – this had been commissioned to examine why the attendance was so low. Ironically the response was also poor and sporadic. It was noted that that attendance in person was generally better when held in the Neath Town offices, and it was therefore agreed to hold future meetings in person at that venue
2) PSB reports – copies sent to the clerk.
- Employment law update – far reaching changes in the rights of staff from day one were outlined. A memo will be sent to each council.
- Training – some offers were outlined in terms of free places, though concern was voiced that uptake was not high locally.
- New Website for OVW – it was noted that the new website held most of the queries which most councils requested, however traffic was low. The sudden effect of AI was suggested as a possible contributory factor.
- Cost of Living Crisis Project – this was discussed.
- Places for nature – it was resolved that Rose Revera would be invited to give her presentation again online at the next meeting.
- Next meeting – online – Wednesday 10th December at 7:00.
A brief report on the meeting of Neath Port Talbot PSB held at Taibach Fire Station, Port Talbot on 17/10/25
The meeting was well attended and chaired for the first and last time by Roger Thomas of Mid and West Wales Fire Service.
- a) Talent management Programme – this highlighted an initiative to make sure that the skills bas of the
area would be maintained in an age of great change. Neath College noted that they were oversubscribed
for skills courses of 122%. This was imperative in view of the range of opportunities offered by the
Freeport and it was vital that manufacturing should be local not imported. - b) Updates:
- AI – this presented challenges in terms of both energy and water provision, but also in its implications
for a changing employment market. - Safer Neath – Superintendent Mark Kavanagh gave a report on the perception of Neath town and its
reputation as a high crime area. Antisocial behaviour had decreased slightly but drug abuse had increased
by 273%. This was mostly fuelled by online deliveries and the main source of the drugs was Thailand. - Nature and Climate – Mr Huwel Wiliams of NRW gave a report of 62 areas in NPT which were at an
increased risk of flooding. - c) Future Generations Report – to be released by October 31st.
- d) Report of the workshop held at Rheola on the 17th July. – the first 10 years of the PSB had been
The main difference seems to have been a better and more cohesive approach between partners, because they knew each other on a personal basis owing to the PSB. The flooding at Goshen Park was given as an example. The future of PSBs was uncertain but estimates varied from disappearance to amalgamation following May 2026. - e) Regional Workshop on food – a joint Swansea and NPT day, it was judged a success.
- f) Wellbeing data Portal – data on Swansea, NPT and Cwm Tâf would be available.
- g) Election of Chair and Vice- Chair – owing to the retirement of Roger Thomas, a new vice chair would be needed. Roger was wished a very happy retirement.
