The monthly finance minutes were accepted as a true record and will be published on the web site

42/26 Chairmans Report

Cllr R. Coulter elected as Chair for 26/27 reports
I would like to thank the outgoing Chair Mr Philip Martin for his leadership over the past year. This is a great privilege for me to Chair the Council over the coming months. I hope to continue the good work of the council for the benefit of the community.

43/26. Councillors reports

Cllr P. Martin remarked on to the continuing problems of dogs in the Resolven parks, despite the several ‘No Dogs Allowed notices around the area.

Enquiries will be made to try to establish a byelaw for public space protection.

Cllr N. Francis will be on the interviewing panel to appoint the Head of Ynysfach Primary School.

A Brief report on the meeting of Neath Port Talbot PSB held at Eearlswood HQ of the South Wales Fire Service on Tuesday 28^th April

The meeting was well attended with all partners present.

1. Following a welcome from the Chair, Cllr Steve Hunt, a progress report was given subject to two key objectives of the Board.

a) All children to have a better start in Life – a report was given regarding a research project on

Swansea Bay Health Board – Professor Hugo Van Werner, gave a very short talk on the key challenges facing the Board, including the low levels of health among the population, obesity and other social problems. It was not a very positive report with the probability that public health would get worse because of the aging population.

3. Marmot Objectives – Noelwyn Daniel of NPT outlined strategies from Welsh Government regarding the challenge of healthcare named after its author, Professor Marmot. Some eight objectives were specified and Neath Port Talbot would be one of three pilot areas for its implementation in Wales.

4. Well-being assessment – some updates were given.

5. PPA assessment – each local authority is now subject to an inspection or review to assess its performance including the PSB and the role of Town and Community councils will form part of the process. The formal interviewing will take place over three days in May.

6. The future of the FGA act will arise in the next session of the new Senedd.
