Matters Arising
Christmas banner – We have received news from our contractor Centregtreat that our current banner is probably unrepairable. They will try, and if not successful will source another banner for us to erect next Christmas,
23/25. Request to use hall
The use of the hall for Spiritual Development Classes has been declined, based on the practices involved.
24/25 Renovation of the recreation field
A letter has been received from the Resolven AFC regarding renovation of the recreation field to pitch standard. This matter will be discussed with the clubs in due course.
25/25 Letter from local resident.
Concern has been raised by some residents in John Street regarding the new 3g project being investigated by the community council. At this stage the project is only a proposal, and the first stage is a feasibility study, which with the aid of a grant will go ahead hopefully in the near future. We have already had consultation with many of the organisations in the village and will have more later when we have more information.

27/25 Sub-Committee Reports
Parks Committee – No meeting in February – The major project for the next 2years is the new 3g pitch, providing we are able to obtain funding, therefore it will be general maintenance only in all the parks until such time as we are able to go ahead.
The hot water heater in the pavilion has now been replaced.
28/25 Chairman’s Report
The library has now had new windows and toilet with the aid of a grant from the Ffynon Oer Community Fund. The schoolchildren have also returned one afternoon per week and the Tuesday kids club is proving to be a great success. Well done to all those involved.
There is still an urgent need for new volunteers to help as there is no spare to cover sickness and holidays.
29/25 Councillors Reports
A Synopsis of the online meeting of One Voice Wales of NPT held on Wednesday 5th March
The meeting was reasonably attended, though it is a mystery how some councils keep abreast of developments if they are regularly absent.
The first half of the meeting involved two presentation :-
- a) Critical Bleed kits – this was presented by the High Sheriff of West Glamorgan, Melanie James. It outlined a very interesting scheme to include a kit to stop bleeding following an attack or accident and would be stored alongside the defibrillators. The “Heart Beat Trust”, hold the kits and they retail at £95 (though are £650 as a stand-alone). The equipment could be used as a first responder in reacting to a stabbing or other incident.
- b) Role and function of the Standards Committee– Mr Craig Griffiths, the Head of Legal Services at NPT, and the Chair of the Committee Louise Fleet, gave a detailed explanation of the role of the committee and when someone may be summoned in front of it.
The second half was a routine one, though notable:
- Report on the Public Services Board.
- Courses on good practice,which are free until the end of March.
- A list of conferences in the next few months.
- OVW new website which will include advice regularly updated, launched soon.
- Cost of living crisis update.
- Audit- many councils had qualified audits. Sometimes because of payment, which must be backed up by letter should the councillor not wish to receive it.
- Places for nature scheme.

A Report on the meeting of NPT PSB held on Monday 17th February 2025 at 15:00
The meeting was held at the NRW headquarters in Llandarcy and was well attended in person, despite it being hybrid.
- A presentation by the Chief Executive of Pobl-linc, Scott Sanders, started the meeting. He explained that the group was merging and would shortly have a new name. The group now has a buget of £60 million pounds for the development of affordable and green housing which meant over half a billion pounds of investment over the next decade. He outlined the strategies which were in operation locally including Tŷ Mawr at Pontardawe, Llandarcy and the old “Workies” in Neath. Emphasis was placed on the role of sustainable units at the Metal Box site in cooperation with Hale, and the concept of housing being independent power stations in design. The group aims to build 500 affordable homes locally.
- A whole systems approach – it is the intention of the PSB to introduce a systematic approach to obesity and inactivity in order to measure progress.
- Monitoring and evaluation of the PSBs main objectives- the main objectives were outlined by Vanessa Dale and will be available to view on the PSB website in March.
- Regional Grant – Vanessa Dale reported that there would be a slight underspend in the current financial year.
- Local Development Plan – a workshop would be held at Neath Town Hall on the health and well- being aspect of the Report on Thursday 13th March between 9:30 and 12:30.
The meeting concluded at 16:10 and the next meeting’s date will be subject to change.
